U.N. Appoints Korean Canadian as Director of Ethics Office

United Nations Secretary-General Ban Ki-moon has announced the appointment of Canada’s Elia Yi Armstrong as the director of the U.N. Ethics Office.

At age 54, Armstrong succeeds Joan Elise Dubinsky of the United States. She has over 20 years of experience working in public administration and organizational ethics, according to the U.N.’s press release.

Since 2013, Armstrong has served as the chief of the development management branch at the U.N. Department of Economic and Social Affairs (DESA). Prior to that, she was the director of the Ethics Office at the U.N. Development Programme (UNDP) from 2008 to 2012.

Born in South Korea and raised in Vancouver, Canada, Armstrong joined the Canadian government in 1993 and began working in civil service reform and public expenditure management.

She earned a master’s degree in social policy from the London School of Economics and a bachelor’s degree in social work from the University of British Columbia. Armstrong also studied classical piano at the University of Toronto’s Royal Conservatory of Music. She is married with two children.
